OpenAI, Arm, Oracle to lead America’s biggest-ever AI infrastructure project in history

President Donald Trump announced Tuesday “the largest AI infrastructure project in history. ” It is a joint venture between OpenAI, Oracle, and SoftBank that aims to invest up to $500 billion in artificial intelligence infrastructure across the United States.

The project, dubbed Stargate, will begin with a $100 billion investment to construct data centers and computing infrastructure, with plans to expand investment to $500 billion over the next four years. Trump said the project would create “over 100,000 American jobs almost immediately.”

“What we want to do is keep it in this country,” Trump said at the White House announcement, flanked by tech executives. “China is a competitor, and others are competitors. We want it to be in this country.”
OpenAI CEO Sam Altman, who will oversee operations while SoftBank handles financing, called it “the most important project of this era.” SoftBank CEO Masayoshi Son will serve as chairman of Stargate.

Oracle co-founder Larry Ellison revealed that ten data centres are already under construction in Texas and additional sites are planned nationwide. “AI holds incredible promise for all of us, every American,” Ellison said.

Trump pledged to expedite the project’s development through emergency declarations, particularly regarding energy infrastructure. They have to produce a lot of electricity, and we’ll make it possible for them to do that production at their own plants easily,” he said.

 

Other technology partners in the venture include Microsoft, Nvidia, and Arm. Middle East AI fund MGX will invest alongside SoftBank.

 

The announcement comes one day after Trump’s inauguration and reversing his predecessor, Joe Biden, ‘s executive order on AI safety standards. The investment aligns with broader market projections—financial firm Blackstone had already estimated $1 trillion in U.S. data centre investments over five years.

 

“This monumental undertaking is a resounding declaration of confidence in America’s potential under a new president,” Trump said.
